2018 SR5 Tacoma rear wheels not moving!

The issue started back on Oct. 2013. My local Toyota dealership diagnosed the problem as emergency brake cables needing replacement at a cost of $1200. Fast forward to today, the same issue is happening. I think it has something to do with the rear axle. There needs to be a recall by Toyota. I’ve been reading many other third-generation owners having the same issues.

The parking brake on mine is super sensitive. One click of the handle locks the wheels up hard, and not even 4WD Low can overcome it. It’s supposed to be self-adjusting, but that doesn’t seem right.

On other cars I can accidentally pull out of my driveway with the parking brake on. Somewhere in between would be ideal.
